  • THE MONEY -- WHAT THE MONEY

  • WILL BE USED FOR AND HOW IT

  • WILL BE USED ESSENTIALLY IS AN

  • UNKNOWN.

  • NEITHER THIS CONGRESS NOR

  • SUBSEQUENT CONGRESSES HAVE ANY

  • SCHOLARSHIPS BUT IT SETS UP A

  • ENTITLEMENT SPENDING IS CHRONIC
