- In early 2020, when the civil war in Libya was still ongoing, Turkey sent dozens of advisors to the GNU, along with aerial and naval support, and facilitated the transfer of around 18,000 mercenaries from Syria, all to fight on the GNU's behalf on the ground against Khalifa Haftar's forces. Because of this, all of the territory in eastern Libya that was dominated by Haftar's forces, including Derna, began evicting Turkish companies because they perceived them as being potentially spies and sympathetic to the rival government in western Libya, which, of course, included the Turkish company that had been contracted to resume the maintenance work on the dams by Derna. All of this geopolitical chaos ultimately meant that the dams by Derna, which were already reported to be in a state of disrepair as early as 1998, were basically left without hardly any maintenance at all for decades. And despite signing a contract with the Libyan government to resume work on the dams in 2014, the Turkish construction company Arsel never again returned to Derna after years and years of chaos in the region prevented them from ever being able to do so.
