The victim of course! 當然是受害者啊! “China's great. Well, some are pointing out that perhaps Trump is being 有些人指出,也許川普的用字遣詞 a tad insensitive in his use of descriptors. 是有點粗魯 But the United States does have a huge trade deficit with China. 但美國對中國的確有巨額的貿易赤字 In 2015, the US bought $480 billion worth of Chinese goods. 2015 年,美國向中國買進了 價值四千八百億美元的財貨 That's about one-fifth of all US imports. 相當於全美五分之一的進口量 But the US only sold about $115 billion of goods to China last year. 但去年美國只有賣給中國 大約一千一百五十億美元的財貨 And that marked the biggest annual trade deficit with China ever. 這是有史以來與中國最大的貿易赤字 According to a 2013 report by the American Economic Review, 根據 2013 年《美國經濟評論 》的報告 one million American factory jobs have been lost to China. 有一百萬份美國製造業職缺已移轉至中國 So what could Donald Trump actually do about this if elected? 那川普就算選上了又如何解決這樣的問題呢? We'll, he's suggested this: 他建議這樣做: a 45% tariff on Chinese goods. 針對中國貨品課徵 45% 的關稅 Which he cannot do. 但他無法這麼做 You can't impose tariffs on entire countries. 你不能對整個國家加重關稅 What you can do under existing laws 在現行法規下你所能做的是 is to set out specific categories of imports 對特定的進口貨品分門別類 you want to put a tariff on, 然後對其加重關稅 like the US did to Chinese tires in 2009. 就像美國 2009 年時對付中國輪胎那樣 The result? 結果呢? WTO 就是管制全球商業活動的組織 You see, when the WTO was set up in 1995, 要知道,當 WTO 在 1995 年創立之初 the rules laid out didn't really take into consideration 其規定並未考量到 dealing with China— 該如何規範 a country where the Communist Party 像中國這樣的共產國家 has pretty murky ties to just about everything, 特別是共產黨觸角深入中國所有大小事 including the handling of the economy. 包含對經濟的操控等 It's not really communism, 並不是完全的共產主義 but the government is way more involved than in most countries. 但是中共政府卻比其他國家政府 都還要更加介入人民生活 If a president Trump decide to say "screw it" 如果川普總統最後決定說「管他的」 and did impose a broad China tariff, well, 然後真的對中國廣泛課徵關稅,那… that would kind of mean global trade laws no longer matter. 就有點意味著全球貿易法規都不再重要了 And that goes against US policy 而這有違自二次世界大戰以來 going as far back as the end of World War II. 的美國國家政策 It was thought that increasing international trade 普遍認為全球貿易的增長 would prevent international conflict. 有助於避免全球衝突 And so the US has been lowering tariffs. 也因此美國長期降低關稅 According to the World Bank, 世界銀行也指出 the US imposes some of the lowest tariff rates in the world. 美國的關稅是世界最低的其中幾個 And US manufacturing output right now is at an all-time high. 而美國製造業的產出率也是歷史新高 So it's not that China is stealing US manufacturing jobs, 所以偷走美國製造業職缺的不是中國 it's that technology is stealing US jobs. 反而是科技的進步偷走了美國的工作 Because a lot of the jobs that used to be done by humans 因為以前人力能完成的許多工作 have become automated. 現在都被機器設備給取代了 Like bowling alley pinsetters. 像是以前的保齡球置瓶員 Or switchboard operators. 或是總機人員 Or checkout clerks. 或是櫃台人員 And having a trade deficit is not in of itself a bad thing. 而貿易赤字本身並不全然是一件壞事 The US economy runs on consumption, 畢竟美國的經濟依賴消費而生 and boy are we good at it! 而我們也相當的擅長消費! "Can he break his own record of 68 hot dogs in 10 minutes? 「他能打破他自己 10 分鐘吃下 68 根熱狗的紀錄嗎?
