China's garbage ban stinks!

中國的垃圾禁令臭死了！

The Chinese Communist Party has come up

中國共產黨想到

with a brilliant solution to its pollution problem—

一個棒到不行的方法 能解決他們的汙染問題

blame it on the foreigners!

都是其他國家的錯！

Pollution is one of the few problems

汙染是中國少數

the Chinese regime can't ignore.

不能漠視的問題之一

Because it's really easy to see.

因為太明顯了

hat is if you can see anything.

在快速工業化和經濟成長

So after decades of rapid industrialization

不計代價發展的數十年後

and economic growth at any cost,

中國正在做中國最擅長的事

the Chinese regime is doing what it does best—

進行打壓

cracking down on things.

這次是針對汙染

In this case, pollution.

不過中共也同時

But the Party is also doing

在做另一件最擅長的事

the other thing it does best—

怪罪別人

shifting the blame.

中國開始禁止進口國外垃圾

China is banning foreign garbage.

「沒有人不討厭外國垃圾」

“Foreign garbage is loathed by everyone,”

一位中國環保官員這麼說

as one Chinese environment minister put it.

在中國給世界貿易組織的通知中

In this notification to the World Trade Organization,

中國政府宣布將

the Chinese regime announced it would ban

禁止進口 24 種固體廢棄物

the import of 24 kinds of solid waste.

包含紙類

That includes things like paper,

還有「輪胎、紡織品 塑膠還有玻璃

as well as, “tires, textiles, plastic, and glass,

同時也會限制其他廢棄物進口

and it will limit the importation of other waste

像是廢棄鋼鐵、銅、鋁等金屬」

such as steel, copper and aluminum scrap.”

中國同樣禁止其他類型的垃圾

China is also banning other types of waste,

像是《玩咖日記》影集 DVD

like Jersey Shore DVDs.

為什麼？

The reason?

保護人體健康或安全

Protection of human health or safety;

保護動物或植物的生命與健康

Protection of animal or plant life or health;

以及保護環境

and Protection of the environment.

我是說

I mean,

我知道美國 進口很多中國製的垃圾

I know the US imports a lot of Chinese garbage.

但誰會進口真的垃圾

But who imports actual garbage?

不說你不知道

Well, you may not know this,

垃圾是很龐大的一門生意

but garbage is big business.

你看到的可能是一堆垃圾

You may see a pile of trash,

但我看到的是黃金！

but I see gold!

黃金！

Gold!

聽到沒？

You hear me?!

回收垃圾

Recycling other people's garbage

是產值數十億美元的全球產業

is a global industry worth billions.

中國占了其中很大一部份

And China is a huge part of it.

2016 年 [為什麼中國受不了外國垃圾]

In 2016,

中國進口 4500 萬公噸的廢棄金屬

China imported 45 million tonnes of scrap metal,

廢棄紙和塑膠

waste paper and plastic,

總價超過 180 億美金

together worth over 18 billion dollars.

而且美國正是把絕大多數垃圾

And it's the United States

運到中國的國家

that's sending China most of its garbage.

根據北美固體廢棄物協會

According to the Solid Waste Association of North America—

是的確實有這協會

yes that's a thing—

「中國是美國 最大的回收物出口市場

“China is the largest export market

他們每年從美國進口

for recyclables generated in the United States.

1300 萬公噸的紙

They import about 13 million tons of paper

還有近 80 萬噸的廢棄塑膠」

and nearly 800,000 tons of plastic

這個模式產生了一種生命循環

from the United States annually.”

中國製造了很多廉價商品

And really it creates this circle of life thing.

這些商品被裝進紙箱

China makes a lot of cheap goods.

運到美國

They're packed into cardboard boxes,

短暫用了一下後

and sent to the United States,

就被扔掉

where they're briefly,

然後這些廢棄物最終

and then thrown away.

回到旅途的起點：中國

And all that waste ultimately makes a trip

再被回收處理

back to where it started—

多麼美好

China—to be recycled.

不過回收全世界垃圾的好處

It's beautiful.

不只跟錢有關

But the benefits of recycling the world's garbage

中國製造業三十年來快速發展

went way beyond money.

就是受益於這些中國鼓勵

30 years of China's manufacturing boom

各國送給他們的垃圾

was fueled by garbage,

好比銅

garbage the Chinese regime encouraged the world

銅在現代生活不可或缺

to give to China.

傳輸能量或是資訊都要銅

Take copper for instance.

不過當各國都把 銅當作垃圾丟掉時

It's essential to modern living.

你何必開採自家的銅礦呢？

You can't transmit power or information without it.

根據《一噸垃圾值多少錢》這本書

But why mine your own copper

在 2012 年

when the rest of the world is throwing theirs away?

中國幾乎有一半的銅

According to the book, Junkyard Planet,

都取自於回收的廢棄銅

in 2012,

而其中七成的廢銅

almost half of China's copper

來自於美國

was made from recycled scrap.

塑膠和紙類也是一樣的情形

And 70% of that scrap

回收塑膠跟紙

came from the United States.

比鑽油井、砍樹

Same goes for plastic and paper.

來得便宜快速

It's cheaper, quicker,

還可以省下大量能源

and easier to recycle plastic and paper

根據 《彭博》.報導 [中國的反外國垃圾戰爭]

than it is to drill oil wells or cut down trees.

「回收一公噸廢紙省下的能源

And it's a huge energy save on top of that.

可以供應美國

According to Bloomberg,

一般家庭六個月使用

“Recycling 1 ton of paper saves enough energy

而使用回收原料生產塑膠

to power the average American home

能減少所需能源高達 87%」

for six months,

既然回收全世界垃圾

while using recycled material to produce plastic

可以有那麼多好處

reduces the energy required

為什麼還禁止？

by as much as 87 percent.”

因為這是很方便的藉口

So since China has benefitted so much

與其解決複雜難解的

from recycling the world's garbage,

汙染根本原因

why the ban?

中國政府可以直接把過錯

It's a convenient scapegoat.

推卸給外國人

Rather than dealing with

並指說禁令

the root causes of pollution—

可以有效解決問題

which are numerous and complex—

現實是

the Chinese regime can blame

中國汙染問題大部分

the problem on foreigners,

都是因為內部因素造成

and point to the ban as a tangible step

雖然回收外國垃圾

toward solving the problem.

帶來工業興盛

The reality is,

但回收的方式並不是用最安全

most of China's pollution problem

最乾淨的方法處理

comes from internal factors.

中國自身的回收系統根本一團亂

While recycling foreign garbage

根據世界銀行

has created a booming industry,

八年內中國將每天產生

it's not always run in the safest

140 萬公噸的垃圾

or most sanitary way,

相當於美國的兩倍

China's own recycling system is a mess.

其中一半用焚燒的方式解決

According to the World Bank,

根據公共廣播電台的深度報導指出 [中國垃圾的焚燒問題]

in eight years China will be throwing away

「他們使用最便宜的方法焚燒垃圾

1.4 million tons of garbage a day.

導致中國天空充滿無數致癌的

Twice as much as the United States.

Half of that will be burned.

禁令不但不會解決環境問題

And according to an in-depth report by NPR,

「這種打壓方式 實際上會惡化問題

“they're burning garbage the cheapest way possible,

並且犧牲全球

filling China's skies with an unknown amount

工作機會和經濟成長」

of cancer-causing heavy metal and dioxin emissions.”

根據這項研究 [世界貿易週公布數據顯示廢棄物出口的重要價值]

Rather than solving the environmental problems,

美國有四萬份工作仰賴

“this crackdown will actually worsen them —

垃圾及回收產業

and do so at the expense of jobs

在中國

and economic growth around the world.”

這數字更是多出好幾倍

According to this study,

中國共產黨的

40,000 American jobs relied on

外國垃圾禁令

the garbage and recycling industry.

或許能讓他們大肆吹噓

And in China,

但其實是害慘中國人民

that number is multiples larger.

對保護環境

The Chinese ban on foreign garbage,

也沒發揮多大功效

while giving the Communist Party

那現在

something to boast about,

那些垃圾去哪裡了呢？

actually hurts Chinese people,

現在

and doesn't really do much

他們正成堆積在香港

to protect the environment.

最後東南亞其他國家

In the meantime,

會拿走一些

what happens to all that garbage?

去發展他們的經濟

Well, right now,

就像中國那樣

it's piling up in Hong Kong.

不過大部份的垃圾

Eventually, other southeast Asian countries

最後還是跑到垃圾掩埋場

will be able to take some of it

或是海裡

to give their economies
