China has built 中國在肯亞 a new railroad line in Kenya! 打造了新的鐵道路線! Hooray! Fireworks! 萬歲!放煙火! It's a freight and passenger line 這是一條客貨兩用的線道 that connects Kenya's capital Nairobi 連接肯亞的首都奈洛比 to the coastal port of Mombasa. 和海岸港口蒙巴薩 It's called the Standard Gauge Railway, 名為奈洛比標準軌鐵路 also known as the Madaraka Express. 又稱作蒙內鐵路 With a top speed of 75 miles per hour, 最高時速 75 英里 it's not exactly a high-speed rail, 不算是真的高速鐵路 but it is three times faster 但比起 1901 年完工 than old British train line it's replacing, 即將要被取代的舊英式鐵路 which was finished in 1901. 已經是三倍快了 The one nicknamed the “Lunatic Express” 舊的鐵路有個外號叫「瘋狂鐵路」 because of the huge costs 名稱來自於高額的支出 and the thousands of people 以及數以千計 who died constructing it, 在建設過程中失去的人命 including being eaten by lions. 其中還包含被獅子吃掉的 It was also subject to 它也時常 constant delays and breakdowns. 誤點或故障 But it did profusely apologize for each delay. 但它每次誤點確實都會道歉 "Oh dear. 「噢親愛的各位 Terribly, terribly sorry. 非常、非常抱歉 My apologies. 致上誠摯的歉意 Does anybody fancy a spot of tea?" 有人想要來點熱茶嗎?」 My apologies. 我為我的冷笑話道歉 Anyway, this new Madaraka Express 總之,這個新的蒙內鐵路 is supposed to speed up travel, 照理說會讓旅程更快速 reduce transportation costs, 減少運輸成本 and transform Kenya 並且讓肯亞 into an economic powerhouse. 搖身一變成為經濟強國 至少和非洲其他國家比起來 The rail was built by China Road and Bridge Corporation, 這條鐵路是由中國路橋建設建造 a Chinese state-owned company. 這是一間官營的公司 Which explains the awkward slogan, 這也解釋了他們奇怪的標語 “Connecting Nations, 「連接國家 Prospering People.” 繁榮人民」 Yes, 是的,人民們 may you live long and prospering, people. 希望你們長命百歲並且繁榮 The train line is part of China's 這條鐵路是中國 “One Belt, One Road” Initiative. 「一帶一路」政策的一部份 In a nutshell: 簡單來說: One Belt, One Road is China's plan 一帶一路 for global domination. 是中國掌控世界的計畫 It involves building huge infrastructure projects 它包含了在世界各地 around the world— 興建大型基礎建設── like seaports, train lines, and bridges. 像是海港、鐵路和橋樑 They're supposed to help with trade, 照理說它們有助於貿易 which, in China's view, 這在中國的觀點裡 means extracting raw materials 意味著從貧窮的國家 from poor countries 用很低的價錢 at low prices, 輸出原物料 and selling finished made-in-China goods 然後把中國製的成品 back to them. 再賣回去給他們 Oh, and putting everyone in debt to China. 噢,還有讓每個人都欠中國一筆債 Kind of like colonialism, 有點像是殖民主義 but with less guns. 只不過少了一些槍砲 So the Chinese regime 中共政權 has big plans for Kenya. 對肯亞野心勃勃 The new Madaraka Express 新的蒙內鐵路 created thousands of jobs in Kenya. 在肯亞創造了數千就業機會 Let's check in with the locals 我們來瞧瞧當地人 and see how happy they are. 看看他們多開心 “The youth stormed the Chinese rail camp site, 「年輕人衝進中國鐵路工地 attacking and driving away workers indiscriminately.” 無差別攻擊並驅離工人」 So, pretty happy. 所以是,滿開心的 That footage was from a riot last August. 那是去年八月間一場暴動的畫面 You see, the railway did create 鐵路的確創造了 thousands of new jobs. 數以千計的工作機會 But not for Kenyan locals. 但卻不是提供給肯亞當地人 According to Quartz, 根據《石英》雜誌 “One of the biggest gripes 「最大的民怨之一 is that Chinese companies in Kenya 是在肯亞的中國公司 import their own labor.” 引進他們自己的勞工」 So a lot of jobs just go to Chinese workers. 所以很多工作就只是到了中國工人手中 As for the Kenyans who do get work, 至於真的得到工作的肯亞人 well, those protests happened 嗯…那些抗爭之所以發生 because workers wanted a raise— 是因為工人們想要加薪── from two dollars fifty cents 從兩塊半 to five dollars... 變成五塊… a day. 日薪 People who asked for a raise 那些要求加薪的人 were allegedly fired. 據說都被開除了 But paying low wages 但給付低薪 is not the biggest problem. 還不是最大的問題 Since China Road and Bridge Corporation 自從中國路橋建設 began construction of the railway 在幾年前 a few years ago, 開始鐵路的建設 it's been accused of firing workers 它就一直受到指控 without cause, 無緣無故地開除工人、 dredging sand from Kenyan beaches 為了建設原料 for construction material, 從肯亞海邊盜採砂石、 and even stealing water 甚至從當地居民社區 from local communities. 偷水 To be fair though, 但說句公道話 they have organized basketball games 至少他們替當地員工 for local employees, 舉辦了籃球賽 a point they're very proud of. 而且他們非常引以為豪 Why, just look at all of these proud Kenyans! 為何?看看所有這些自豪的肯亞人!
