These are laws that everyone in the United States must follow. Congress has other important powers to it. Can raise money, spell money and borrow money. It approves Supreme Court justices. It can impeach and remove the president, and it can declare war. Even though Congress is one thing. It is made of two parts the House of Representatives and the Senate. Members of Congress meet in the Capitol building in Washington, D. C. But there are a lot more House members than senators. That is because voters in every state elect only two senators and as many House members as the state's population allows. For example, California, the most populous state, has 53 House members. Wyoming, the least populous state, has won in total. Congress is currently 535 voting members.
