The effects of the floods in the wake of Storm Dennis are still devastating communities and putting the most vulnerable at risk.

Why we're being rescued this morning after record breaking flood levels, two dozen or so old age pensioners who lived in a care home down this once rode moved off the ground floor last night when their care home flooded the manager's this morning when they had no heating called 999 Fire rescue team has been ferrying residents often in wheelchairs back to dry land, with many people across the region urged to leave their homes at the last minute here.

That simply wasn't possible.

With the elderly in need, the operation had to ensure they were taken to safety quickly.

We've evacuated those patients most of risk first using wheelchairs on officer on the medical advice and then subsequently.

Now what we're seeing behind me is the evacuation of the A ll the other residents in his timely fashion as possible.

Flooding last October saw the levels here peek at more than four and 1/2 meters today, it reached six.

Another record swept away.

Much of this area is floodplain, but many are shocked by this deluge and unhappy with the warnings.

There has been a problem with the sod warnings this time.

This is the first time ever that I felt with the environment Agency has let us down.

Lyndsey and Edward run and now submerged Butterfly Zoo next to the care home.

There was no severe flood risk warning here, the environment agency saying it did not cover this specific area.

The brothers butterflies are safe, but both Phil not enough is being done to prepare for floods that appear to be getting more frequent and more extreme.

People need to realize that there is a problem with climate change on everybody you see around for that.

Flood warnings have eased in York, but elsewhere they remain.

Six a severe on more than 300 are in place from Burton on Trent to record levels, not just on the why, but on the river lug.

On many places along the seven, a major incident has been declared an iron bridge in Shropshire with homes evacuated on the river levels expected to pick this evening.

The Environment Agency has called this uncharted territory something shared by Ross on Wye Farmer Ollie Hunter Blair.

Unprecedented but really unprecedented.

I've never seen anything like it.

It's never going to survive this.

And then we've got fields.

This winter will go down as one of the worst ever.

And as these floods are becoming more frequent, he has to decide how to adapt his business so it can survive.

Yes, because the government said yesterday that climate change has had a role in this.

Obviously we are warming as a planet.

Um, it's trying to work out whether it's a blip.

Obviously, I'm not scientific enough to know that.

Ah nde.

You know, these weather events are becoming more and more frequent in Bridge North interruption, there was anger.

We always know there's a risk.

Um, that's part impossible.

No, it's a level where senior government needs to step in to do something certainly financially, the conservative manifesto pledged £4 billion for flood defenses.

But with water levels still rising, so too, is the pressure on the government to answer when and where that money will be spent to tackle the drastic impact of our changing climate.

Well, our North of England correspondent Claire Fallon, is in Iron Bridge, where the river level is still rising clear.

How are things there?

We certainly get a sense from the emergency workers who have been here all through the day, bringing in hundreds and hundreds of sandbags and doing what they can to try and reinforce the flood defenses, that they are very, very worried about what will happen here tonight.

The latest estimate, I was told a few minutes ago, is that the water level is due to reach its peak between nine o'clock on 10 o'clock tonight.

There's already been an evacuation order for dozens of homes that are closest to the river in the area that they are most worried about.

But frankly, despite everything that they have done here during the course of the day, at the moment they don't know whether it will be enough.

What when protecting a town.

There's a fine line between flooded and saved.

And in Iron Bridge, that line is made of metal.

It stretches along the bank of the River seven, and it's all that's stopping this street thes homes being consumed.

But for some, the lines already been crossed.

The water is already in.

It starts coming yesterday evening, but it came really fast that it's one of the fastest floats up, saying I wasn't prepared for this because the predictive levels wasn't his heart.

So I did what I thought I needed to do.

But then it just just shot.

Yeah, cool to sound a little bit.

It's not just luck.

That's needed.

Water level is still rising.

It's expected to reach its peak tonight.

Hundreds with a severe flood warning in place.

That means lives could be at risk.

People are being told to leave, we warned.

Were you given some kind of learned?

We get Texas from the count sort of breaking council.

They texture, they value, and they bring you that.

You know the river's getting high, but also for social leader, you conceal coming T o K.

Rents out a holiday home on the water's edge.

So how healthy near the river you will.

You just let the road down in a moment, the various there, but because the road goes up of it were quite lucky.

We're up higher.

But obviously people in the war fridge it's worse.

Then they are concerned that the barriers aren't gonna hold the weight and they're gonna go.

And then there's gonna be a tidal wave Come up with the river.

This full with the speed of the water and the damage that's already been done.

Whatever happens tonight, fears won't end.

The water level is predicted to be high for days.

We've got some extreme rises, and with river level here, you can see how dangerous that is on.

You don't want anybody near again.

We need to make sure that you know, if that were to go water get underneath.

It would be very, very quick that we'll get water in there.

So be wrist alive.

2 99 Bridge.

There are some who have been told to leave who for now say they'll stay with the water already creeping up the barriers protecting this town over the next few crucial hours that may change.

We heard the Environment Agency there in my report talking about being a severe flood warning that's in place here and about there being a risk to people's lives.

And they are saying to people this evening people who are still in the homes within the evacuation area who have not yet left.

They're asking them essentially to reconsider, and certainly here and I am bridge this evening.

The next few hours will be absolutely crucial.

But a short time ago, I spoke to the floods minister Rebecca Pao, who's been visiting some of the affected areas, and I began by asking her why the prime minister hadn't yet been there himself.

Well, the point is that I am the floods minister on.

I've been out and about all over the place, checking out how things were going, what the Environment Agency are doing on dhe, generally looking at how people are being better protected, which they are on its terrible, always see that homes have been flooded, but a great deal more homes would have been flooded if it wasn't for the investment that's being put in over the last 20 years in front defenses.

You've also got the secretary of state for Deborah George Eustice.

He is also being out and about all over the place, indeed, and that is hugely appreciated.

But nevertheless, this is one of the biggest crises to hit that part of the country for many years.

Floods something that we have to live with these days.

You would sort of expect the prime minister himself to show up and feel people's pain at some stage, wouldn't you?

Especially when you've had two named storms in a matter of 10 days with the Prime Minister is in constant touch about all of these things.

I mean, you're interviewing me down the line that you haven't had to coming into view me lie, Eve.

It's exactly the same with the prime Minister.

We're in constant touch with him.

The Environment Agency are working around the clock.

They got 1000 members of staff working.

The system is in place and it's all about keeping people safe Now.

Your boss, George Eustice, the Secretary state with deference, said that not a LL properties can be protected from climate change.

Do you know how many properties you're talking about here.

We've already committed £2.6 billion from 2020 2015 to 2021 that's to better protect 300,000 homes.

We're a long way along that road 200,000 have been protected on.

We've committed a further four billion in our manifesto, so huge amounts of work is going on.

But George Eustice, the secretary state of deficit, that some homes cannot be protected.

So what do you say to those people in those homes?

Are you telling them to move elsewhere or just live with the inevitable?

Well, well, what what one has to do is the government.

Is thio work out?

How is the best way and where is the best place to spend the money raised from taxpayers to protect people's homes?

It, but also not just about.

As I said, hard call defenses is about these wider measures as well.

It will also be about making our own homes more resilience, raising plugs up the wall and having tiles going up the wall.

All of those things.

If you know you're in an area that's prone to flooding the remains, we can all take.

We're working with the insurance companies to do this building back better.

That's really important.

And finally, and very briefly, those people who have lost their homes and homes have been destroyed by flooding.

Can they expect compensation from the government?

Yes.

And first of all, I do want to say my heart absolutely goes out.

Anybody who team has been damaged by flooding because it's just horrible for them.

But already we've triggered something called the Bel Wind Ski, which will be a fund that can help local authorities in the immediate costs that they have to go through four emergency centers and the emergency work.

But there's some high level meetings going on as we speak, feeding in all of the data, money monitoring and all the work with the environment just to see to see whether any other measures might need to be launched so that those meetings are very high level are happening right now, but we're not absolutely certain it if they can expect some money in terms of compensation.

Well, we're feeding in all the views on DL the findings, numbers of properties and all of that because obviously it's taxpayer's money We have to make sure that spent in the right way in the right places for the right people or that work is going on now so that we can make sure we got the right package of measures for all those people that actually needed.

That's actually why I'm out here today, meeting people as well so I can get some backgrounds and I can feed it back.
