If two people or groups are at each other's throats, they are often arguing with each other in a very noticeable and angry way. So you can ... they usually probably very loud. Okay Let's continue. The phrase alludes to the idea of two people being so angry at each other, he or she wants to strangle... you know the other one. Or strangle each other.
