Presidents give annual State of the Union speech is in January or February unless they have been in office less than a year and presumably don't really know the union state. Then it's a speech to a joint session of Congress not called a State of the Union address. Early presidents sent a written report to Congress. Modern presidents deliver the message in person. Early messages were administrative reports. Now they rally support for presidential priorities.
