Yes, they almost mean the same thing.

No, we don't use them in the same way.

They both refer to small quantities, and we use them with uncountable nouns.
它們都跟少量有關,而且後面會接上不可數名詞。

If we use "little" with no article, then it's usually negative: the small quantity is a problem.
如果我們用 little 而且前面沒有加冠詞,那它通常就是負面的意思,也就是說這樣少量的狀況會是一個問題。

There's little money left – we can't buy anything.
只剩下一點點錢,所以我們買不起任何東西。

Or, there's little time left – we need to start now.

But if we use "a little" with the article, it's usually positive.
